Looks like a juvenile herring gull to me.
and its being mobbed by the adults/parents.

Gbb gulls and Skuas are about the same size as are the birds in the Vid; much too large for a herring gull

that is a gbb gull first winter the herring gulls are mobbing both the skua and the gbb gulll because both species prey on herring gull chicks and adults

If it had been a real bird of prey, i doubt the gull would have gotten away so unscathed :-/

actually a gbb gull can cause serious damage to bird of prey themselves they are very solid powerful birds compared to herring gulls or other gulls

Trying to kill a gbb gull is usually only something an eagle should do otherwise its going to be really risky as these gulls are very hard to kill

ask any GULL falconer on the falconry forum (there is about 100 of of them that are paid to hunt gulls with falcons) they will tell u if their bird nails a gbb gull they have to jump in and help the bird or their falconry bird is screwed.

a gbb gull itself is a serious predator able to kill birds almost its own size
